HMIS CoC Evaluation Tool

The HMIS CoC Evaluation Tool, located in the Fiscal module. It can be run for a single program, or a group of programs, as needed. Additionally, there are two versions of the report - one for PSH and TH programs, the other for RRH programs.

Required Permissions 

Users must have the following permissions in that database in order to access this tool:

Display Executive Administration Buttons - OR - Display Fiscal Buttons (only required if you are not a member of the "Fiscal Staff" or "Executive Officer" user groups)

  NOTE:  Permissions are assigned using the Permissions Maintenance feature.  If you do not have access to that feature and need a permission listed here, please contact your supervisor or your local Help Desk for assistance.

Using the HMIS CoC Evaluation Tool 

To use the HMIS CoC Evaluation Tool, complete the following steps from the AWARDS Home screen:

    1. Click Administration from the left-hand menu, and then click Fiscal. The Fiscal fly-out menu is displayed.
    2. Click HMIS CoC Evaluation Tool.
    3. Click the Project drop-down arrow and select the project or group of projects for which the tool is to be used. 
    4. In the Date Range fields, specify the "From" and "To" operating year date range for which the tool is to be used. The default date range is 10/1 of the previous year, through 9/30 of the current year.
    5. If a custom program group was selected in step 3, AND if all of the projects in the selected group have the same Project Type, check the Consolidated Report checkbox if needed.  When this option is selected, the clients are unduplicated and will display in one row.  If this option is NOT selected, or if another project grouping was chosen in step 3 (for instance, "All Agency Programs"), the projects are listed in the report details with one row per project.
    6. If a group of projects has been selected, check the Group Projects using Grant ID checkbox if needed.  When this option is selected, all projects with same grant ID will be listed in the same report row.
    7. The Send in AWARDS Messages checkbox is selected by default and cannot be un-checked.  As a result, you need not wait for the export file to generate, and can navigate away from the Evaluation Tool feature after finishing the configuration process.  Once the report data is ready, it is sent to you in the body of a message accessed via your Messages module inbox. 

  NOTE: The report will remain in your messages for one month, after which time it will be deleted.  (The exact date of deletion will be displayed in red at the top of the report message for your reference.)  If you know you will need the report data after that time, be sure to download the file attached to the message.  If you don't download that attachment before the message is deleted, you will need to manually re-run the tool if you need access to the data in the future. 

    1. Click CONTINUE.  The HMIS CoC Evaluation Tool is displayed. For more information on the data found there, click here.

  NOTE: Because the Send in AWARDS Messages option is automatically used by this report, a notice is first displayed on the page to let you know that report generation is in process and that the file will be sent to your Messages module upon completion.  You can then navigate away from the page, or wait for the data to be displayed.

  TIP: If you have run the tool for one project or using the Consolidated Report option, a Run CoC APR Report button is available at the bottom of the page and can be used to generate the CoC APR. For details about the CoC APR report, click here. (This option is not available when usig the Group Projects using Grant ID setting in step 6.)

Description:  

"Average daily unit utilization rate during most recently completed HUD contract (Projects for singles will use Projected # of Beds, and projects for families will use Projected # of Units)."

How it's calculated:  

Behind the scenes, this Tool runs the Housing Utilization Report in AWARDS to get the actual unit utilization rate. The Unit Utilization Rate is based on the number of bed nights for primary clients, divided by the number of units as entered in System Setup > Agency Program Information > HMIS Bed Inventory.

Q2. Serving chronically homeless

How it's calculated: 

This question looks at the "Chronically Homeless (Admission)" field on the HMIS ReportBuilder for all clients with admission dates that fall within the reporting period.  If 100% of clients are Chronically Homeless, then full points are given.  If no clients were admitted during the reporting period, then full points are given.

Q3. Participants entering program are literally homeless

Description:

How it's calculated: 

This question checks Intake/Admission for Heads of Household who have admission dates during the reporting period. There it looks to see if there is either a "Prior Living Situation: Type of Residence" answer of "Emergency shelter, including hotel or motel paid for with emergency shelter voucher," "Transitional housing for homeless persons," "Place not meant for habitation," or "Safe Haven," or a "yes" to "On the night before, did you stay on the street" answer. If one of those was true, the client is considered "homeless at admission," and the ratio of these clients to total clients is a "project's performance."

Q4. Average length of stay

How it's calculated: 

This question first takes the sum of (APR Q22b "Average Length of Stay for Leavers" multiplied by APR Q5 "Number of Leavers") and (APR Q22b "Average Length of Stay for Stayers" multiplied by APR Q5 "Number of Stayers").  This number is then divided by APR Q5 "Total number of Persons Served" to get the Average Length of Stay in Days.  This number is then divided by 30.41 to get the Average Length of Stay in Months.  

  NOTE: Average length of stay is rounded to the nearest whole number.

This question uses the APR’s Q6a "Data Quality - Personally Identifiable Information," minus any clients whose only missing or invalid data relates to Race. If no clients have missing or invalid Race data, the "Overall Score" in Q6a is used. If any clients only have data issues in the Race row, behind the scenes the report calculates a deduped count of clients, which is then divided by the  Total Number of Persons Served in the APR’s Q5.

How it's calculated: 

This question looks at the CSV Upload Report in the Fiscal Program menu to count the number of monthly uploads that occurred during the operating year.  The date of the first upload from each month is evaluated to verify that it happened within the first 10 business days of the month excluding weekends and federal holidays.  (Note that in October 2019, uploads are verified to ensure they happened on or before 10/23/2019.)

This is typically measured by examining HMIS data from homeless programs across the entire community to determine whether people who successfully exit from the rapid re-housing program to permanent housing returned to homelessness, meaning an unsheltered location, emergency shelter, transitional housing, or a Safe Haven, within 12 months of exiting.

How it's calculated: 

This question looks at the CSV Upload Report in the Fiscal Program menu to count the number of monthly uploads that occurred during the operating year.  The date of the first upload from each month is evaluated to verify that it happened within the first 10 business days of the month excluding weekends and federal holidays.  (Note that in October 2019, uploads are verified to ensure they happened on or before 10/23/2019.)
